When in doubt give the rangers a call, every ranger station I've called has been immensely helpful. In my experience when they say dispersed camping allowed and first come first served you don't have to call ahead at all. That was a little bit of a tangent, but I thought that was a cool resource. I did find this awesome pdf about state forests, a simple search (ctrl+f) for dispersed showed that a LOT of areas allow it. That's looking to be over 3 hours away though. I would probably go to Chipewa, but I'm currently in the middle of a love affair with national forest lands.
